No there is not enough harddrive space for the PSP and they might not have the capabilities to run the program even if stored on a PS3 There is a new PS Vita App that allows it to play a Playstation Home series of old arcade games including frogger both on PS Vita and at Playstation Home. It's really not even in the same ballpark as being able to play Playstation Home
PlayStation Home is exclusively on the PlayStation 3. To get it, go under "PlayStation Network" on your PS3's menu and select the "PlayStation Home" option - it will then download the software for you to go on.
There may be an age restriction on using the PlayStation Home service - such as 12+ or 16+ - I'm not sure because I'm older than that. It takes the information from the age you said you were when you registered your PlayStation Network account.
