No there is not enough harddrive space for the PSP and they might not have the capabilities to run the program even if stored on a PS3 There is a new PS Vita App that allows it to play a Playstation Home series of old arcade games including frogger both on PS Vita and at Playstation Home. It's really not even in the same ballpark as being able to play Playstation Home
There may be an age restriction on using the PlayStation Home service - such as 12+ or 16+ - I'm not sure because I'm older than that. It takes the information from the age you said you were when you registered your PlayStation Network account.
PlayStation games may play on your PS3, but they are really old and not really good enough to play. You could have more fun just playing the free demos if you can connect to the PlayStation Network. PS2 games only play on very old PS3 models with 4 USB ports made years ago. The PlayStation 3 has been out for 4 years and has a large number of games available for you to choose from.
