The "Lady Lumbridge", in Port Sarim. Some preparation is required first. Talk to Ned.
You need to complete the first part at least on the quest "Recipe for Disaster".
You go to the Guy in the shack in West Lumbridge Swamp and Ask him for a new one.
Necessary prerequisite (you need to do this first): the Restless Ghost quest. Speak to the priest in the Lumbridge church (located across from the lumbridge castle) and ask him about upgrading it. For the largest gravestone upgrade, you need 5,000 coins (5k).

First off, I edited this one because the last answer was, "In Lumbridge, lol." Not helpful at all. So, here's the true answer. It can be found east of the mini-farm area where there's chickens and onions. It's in a small house, if I do remember. Climb down the ladder, then you should be where you need to be.

The most commonly-used spinning wheel is on the first floor of Lumbridge Castle because of its proximity to the bank one story above, as well as a nearby sheep field. However, Lumbridge is not close to any flax plants. You can also look at the link provided below for more locations the spinning wheels are at.
You will need to find him first. Theres are known locations ( ones I know ) - Lumbridge Swamp - Near Mudskipper Point ( near port sarim ) - Near Varrock Grand Exchange
Get monster drops or just spin it. In fact, you can even buy it from the G.E.! If you want to get a lot of thread fast, (first complete the Blood Pact quest for Xena in Lumbridge) you can get it as a common drop from Corpse Mages.
My guess would be Lumbridge.
