No, but it helps if you do catch it. Arceus has a special ability called Multitype. When it holds a plate, it transforms into that plates preferable type. (E.g. Stone Plate = Rock Type, Zap Plate = Electric type). it is not proven when you get all of the plates arceus will appear, but what you really need the azure flute.

If you get all the plates go to spear pillar and Arceus is there waiting for you to catch him. He's at level 80 and has earth power, hyper beam, recover and future sight. Just fyi you don't need all the plates just need the azure flute which is obtained by a Pokemon event which, to my knowledge, one does not exist for arceus yet, so you will need an action replay put in the azure flute event code use it press L+R while walking into any pokemart talk to the guy in green then go to spear pillar it'll say the azure flute is making noise select yes a translucent staircase appears go up it catch arceus.
