I called Xbox just now. They said 1.5 MbPs is just fine for Xbox live.
This does not mean you will have no lag at all though. It is all based on how the person who is hosting the game (I am talking about Black Ops) can connect to your internet. Since you only have 1.5 MbPs the likelihood of you hosting a game is very slim.

If you mean get it for free using your broadband, you can't! Unlike playstation 3 you have you pay for a subscription (i.e Xbox live) and then connect to your broadband to play. Once you paid for a Xbox live membership, just scan for nearby wifi connections and connect to your router (or anyones if they have no password)
Not all ISP (internet service providers) will allow use of XBOX Live. For good quality gaming internet, consider getting AOL, Virgin Broadband or BT Internet. For best performances, its recommended to have speeds of 10 MB or faster!!

I use sky broadband and i have xbox live, and i also live in the country. It seems fine to me when im in the middle of no where, so i expect it should be alright for you.
