It's hard to get to though.
And i don't think there is any way to get there,
without using the "Wall Though Walls" Cheat.
You can get there by trading with a friend and them teaching your Pokemon Cut then skip the SS Anne and come back once you can use Surf. It will be to the right. P.S. You don't have to use any cheats.
