Unfortunately not. The only Gnomeregan riding trainer is Binjy Featherwhistle. He only teaches the ground mount skills. I think that the cheapest way to get flying is by getting a Stormwind tabard and gaining reputation with them (it should not take that long at level 60 which is requires for flying) and getting to exalted, it only costs 200 gold at exalted level.
