Sadly, no. If you send mail to a person that's ignoring you then it will be sent back to the character that mailed it. However, if you would like to talk to someone that has you on their ignore list, perhaps to apologize or request them to take you off of their ignore list, then all you have to do is create another character and whisper them telling them who you are and why you are talking to them.
Note: If you whisper them to spam them or their mailbox then you can be reported and possibly banned from the game regardless of which character you used to spam them.

The equivalent of Story Mode on World of Warcraft would be playing on a Roleplaying (RP) Server!

It depends on the system of the laptop. If it can handle world of warcraft it can play it. i personally play on a laptop.
It would seem that you need to have a full World of Warcraft license to purchase this mount.

World of Warcraft is available only for the PC and MAC, it has not been released for a DS, nor would it be compatible or playable.
