The only place you can get it is from the traveling salesman who wanders around Rougeport's town square. He'll be at the bottom of the screen near the entrance to the docks. It's not available every day, so you'll have to check often, and it costs 300 coins.
Another tip: if you have the Luigi Emblem (found in the Poshley Height's Sanctum) and The Wario Emblem both enabled at the same time, you'll look like Waluigi.
The L emblem does not exist in Paper Mario. There is one hidden in Paper Mario: The Thousand Year Door, however. It can be found in Poshley Sanctum go into the painting and do exactly what you did in the other room in there
