The only sensible one's are the random generated ones of ones that you will be able to remember very well, but no one else won't.
When you go to the Stronghold of Security, it is a maze, and you have to answer RuneScape security questions at each door until you reach the center. I'm pretty sure that you have to set your Recovery Questions on the Front Page of RuneScape in order to get the gift of peace. In order to do that you have to log out, go to the RuneScape hompage and click on the button that says 'Account'. Scroll down on that page and click the link that says 'Set Recovery Questions' and you will be able to set the questions. After you do that log back on and collect the Gift of Peace!

If you got password scammed, report the password scammer under "Password scamming". Immediately change your password (before the scammer does so), and perhaps change your recovery questions (or set new recovery questions if you have not done so). If they have already changed your password, you must provide recovery questions, and former passwords. This should give Jagex a person who made the account. I mean literally, a scammer is not going to know the accounts last 3 passwords:D. You can also, in your message, tell Jagex your Runescape Bank Number. Provide liable stats if you want to as well. (wont help you but, you never know:))
Recovery questions are highly recommended as they add an extra layer of security to your account. If your account is compromised you will have a better chance of getting your account back as fast as possible. Recovery questions should be questions that you will remember, if you think you might forget the answers right them down on a piece of paper and put it in a safe place.
There is an account recovery feature on the forums, you will be asked your current set recorvery questions in order to make sure your it's original owner, then once they are answered, you should be able to redeem it and change password again.
Technically, yes. But it is against the rules and if you get caught the account will be banned. Also, people often sell account and set recovery questions so they can get the account back and keep your money. There are more scams than legitimate deals on rs accounts, and it often isn't worth the hassle.

Go to the RuneScape home page and search "recover account." Try getting your account back using previous passwords, the date you started playing, and/or whatever else they use to determine if the account's really yours. Don't ask for handouts; fight for what's rightfully yours. If you set recovery questions and/or have a bank pin, your account is much safer and will be much easier to recover. If you haven't, I believe it's still possible, especially if you registered your email address with RuneScape. If you ever make another Runescape account, I highly and strongly recommend that you set both a bank pin and recovery questions to prevent this kind of thing from happening. That Depends: With Recover Questions: If you set up recovery questions, you can recover your password by answer them correctly, along with other questions that you should know about your account like where you made it and what your past passwords have been. If you cannot do that, you must create a new account. Jagex does ask however that you DO NOT E-Mail them about it, because when that happens the millions of other complaints that are actually answerable get in and they can answer them. Without Recovery Questions: Nothing. You HAVE TO HAVE Recoveries to recover your password, unless you check off the question that asks 'Do you have recoveries?' and answer everything else they ask correctly, then you might be able to get your account back. If you do, really consider setting up recovery questions. Also, remember to always make your recoveries memorable and try not to lose your account. Make your password unguessable and tell it to anyone. You can always write it down and put it by your computer, or put it on a word document and save it.
