You have to take a barrel of hot spring water to that goron in sitting in front of the entrance to castle town. But enemies will attack you and if you drop it the barrel will break and you have to start over. When to get to him throw the barrel on him. He wil go get more and start sell it. Buy some and give it to the goron by the rocks. He will break the rocks in a few days. You can enter castle town from hyrule field and bring and call Epona in that area.
