Yes, you can. There are many options they have on the reporting menu that can get your account terminated on Toontown, the most common is acting mean to other toons, so be very careful, especially if your account is really old and your up to beating the toughest cogs (I'm talking LEVEL 70+!).

Thats not possible to clear all cogs in toontown millions of cogs will keep showing on streets. So basically you cant get rid of all the cogs in toontown.
