Yes. Once you have created your xbox account with your email address you cant change your age on that account at all. The age on that account will be stuck on the age that you signed up with.

Their isn't one. But if you are under-aged for certain games or apps you will not be able to play them until you reach that age because it is not possible to change your age once you have signed up. Games like EA games and thing you download off xbox live like you tube or Facebook will not be accessible until you reach the appropriate age.
I assume you are talking about M rated games. M stands for mature, meaning that you should not be able to play said game unless you are over a certain age, Microsoft enforces this by having a check of your birth date (as it is on your windows live ID and/or what you said when you made your Xbox live account.) If your age is lower than the requirement of the game then you are unable to download it. my suggestion to fix this problem is to create a new windows live ID, unless you have some way of changing your registered age on Xbox live, but I do not believe you can do this.
