Notification colors on Nintendo 3DS:
Blue - SpotPass (receives info via internet when on)
Green - StreetPass (Exchange data with other 3DS users)
Orange - When and offline friend comes online in your friend list
Red (Blinking continuosly) - Danger! Very low battery!
The green light means you encountered someone through the streetpass and you need to visit the mii plaza to make it stop -------------------------------------------------------------------------------------------------------- Keep in mind it can also mean that there's NOT a person in the mii plaza; the 3ds simply faultily puts a green light on, sometimes. It should go away after an hour or 2?

A normal incandescent or fluorescent lamps can not change colors. Even an LED can not change color. But an LED can be designed to have a certain color. Yes the streetpass works when a3DS game is on, but it will not work when the wireless LED is off, or when you are playing a DS game.
