Alot of people say by your KDR (Kill Death Rate).
But, I say no. What determines your "skill" could be how well you do in games and what-not. Right now my KDR is a .79, but so? I have called 27 nukes, and do really well, but I play arround alot in many games and could care less.
People mainly need to look at how well you acctually do in game. Being positive, like having 10 kills and 2 deaths, would be "ok".
It could also be, HOW you play the game. Like tactics. Set ups, etc.
For ex. - I set up a Claymore, then a C4 right in front of it, that way, you get a bigger explosion, and you cant just shoot it from behind. It really helps and works.
As I said. It mostly depends on how you play and how you do in game.
