The only way you can summon monsters is from monster bags, and CPQ, and CPQ2
CPQ and cpq2, just PQ and your fine, or do quests and go boss hunting also.
Save up CP until the timer reaches 6:00 then mass summon master chronoses to the max and use the rest of the CP on protectors.

The maplestory Monster Carnival is a party quest. There are two versions, cpq1 and cpq2. Cpq 1 (or monster carnival 1) is accessible through Kerning City by talking to speilgelmann. It is for level 51~70. It works in the same format as cpq 1 except with changed maps and monsters. Through cpq 2 you can earn a medal (through highest total wins or highest win-loss ratio) or a speilgelmann necklace with additional stats.

By this im guessing you mean how do you start the game. And to do that you go to your locations maplestory site. e.i. Maplestory.nexon.net for global maplestory. And you log in and click the start button.

If you mean MapleStory, there's no such thing. If you mean Club Penguin, Agents are over. There are Elite Penguin Force(EPF), but you still get missions.
You may have to lower internet security settings and firewall settings to run MapleStory.
