It's a shop run by Selma, in Patty's Inn in Stornway. The stock changes weekly though needs to connect to the internet to do so. There are many items that are only ever available on the DQVC (usually novelty clothing, like afros, halloween costumes, wedding clothing) and occasionally the chance to buy items which can't normally be bought, such as Orichalcum.
The only Cannock you'll see in DQIX is Prince Princeton of Cannock. He is one of the inn special guests, who will have arrived if you've connected to the DQVC recently.
He's right at the entrance. If he is not there, check that you've completed the prerequisite missions (159, 160 and 161) and that you've updated your copy of DQIX by connecting to the DQVC.
You have to either find it in a chest or mix a saint's ash with a sun crown.
you don't really need to DO anything. there are post-game quests, both normal and DQVC, to complete. you can use your new mode of transportation, acquired in quest 039, which is a normal quest to explore new areas of the world. there are also treasure maps that you can explore. have fun.
