Every country in the world has its own one or two letter prefix for tail numbers on aircraft registered in that country. The prefix for the USA is N. I don't know why N. I don't know who (if anyone) is in charge of assigning the codes.
I think the N is because it's for North America, and the southern american countries all have their own letters. I suppose, initially, the various civil air administrators of all countries would have decided together what they would display on their aircraft. FAA in America, CAA in UK etc.
