There's a 1 in 7 chance that any night that isn't a new moon will be a blood moon. Sometimes it'll coincide with a full moon, which means werewolves will swarm your town as well, if it's in hardmode.
Hardmode blood moons, by the way, are a nightmare. I highly recommend you lock doors by placing a block next to them. It won't stop wraiths or clowns, but it'll keep the other monsters out.
