It forced many of the city-states to unite and work together. After the Persans had been driven out, the cities could get back to fighting among themselves. However Athens assembled a league to continue opposig Persian intervention and protect the cities in Asia Minor.
This league lost most of its meaning when a peace was arranged with Persia, but Athens kept an iron grip on it, kept the war contributions rolling in and lived high on the hog on the proceeds. Sparta formed a league to oppose Athenian opportunism, and the two leagues clashed in a destructive 27 year war.
The disruption of this war was ironically reduced by the Persians imposing peace to stop the ripple effects within its empire.
