Gadgetzan is a Goblin capital city in Tanaris, and one of the main trading hubs for the Steamwheedle Cartel. It features the height of Goblin engineering and alchemy, and in its daily existence is only challenged by marauding bandits from the desert, the Wastewanders.
In World of Warcraft, Goblins are short green creatures that you do buisness with sometimes. They control the Neutral Cities of Booty Bay, Gadgetzan, Ratchet, Everlook, and Mudsprocket. Coming in Cataclysm, they will be a playable race for the Horde faction, and have several pretty decent racial abilities.
To get to Marshal's Refuge, you first have to get to Gadgetzan, Tanaris. Once in Gadgetzan, head west, southwest and find the entrance to Un'goro Crater near Thistleshrub Valley. When you find the entrance and follow the trail to Un'Goro, head North, Northwest to Marshal's Refuge. It is near the Lakkari Tar Pits up in the mountains a bit.
I believe that's in Ratchet, just in the building behind the bank. Its in all of the steamwheedle cartel (goblin) towns, Ratchet in the Barrens, Gadgetzan (capitol; in Tanaris desert) Booty Bay in Stranglethorn Vale, Everlook in Winterspring, Area 52 and Cosmosproket in Netherstorm, and k3 in Crystalsong.
