Ditto is. It can breed any pokemon.

ok this is just a side note on breeding, sometimes the offspring inheirt one parents

when i breed my blaziken with a vulpix, i got a vulpix. **BUT** when i looked at
her moves (it was a girl) she knew the move Overheat. but i looked at the mother's
(vulpix) moves, she didn't know that move. then i looked at blaziken's moves, and he
DID know it! their daughter had inheirited his move! i was shocked!!

whatever the female Pokemon is (Red symbol) , it will become female if they are in the same breeding group. To learn the breeding groups go to serebii.net DISCLAIMER I do not own serebii and have nothing to do with it.

You need the Old Sea Chart from an event but it is over. You can cheat it but I realy don't recomend that.
Ditto (sometimes misspelled as Dito) is often used in Pokémon breeding. To get one in Emerald version go to the desert underpass.
You cannot not get another TM-28 [Dig]. However you can get your Pokemon to learn dig by breeding it with a Pokemon that learns it through levelling-up. mAvOoP
you take two Pokemon (boy and girl) to the day care outside (the city with the electric gym) and leave them there for a while. if you come back and the man outside the house is one square outside the fence, bingo!
You need a pokemon in the bug group for breeding, or you can use a beedrill
