i know you have most likely heard this before, but i would go with hill giants, look it up how to get there, good luck.
They are moderately good to train on for lower level players, yes.
I would have to say, cows.
At that level, you might kill cows and chickens.
The best spot to train hunter in is the Feldip Hills as it can support your hunting to level 45.

A good low leveled monster that drops good items in runescape is chaos druids. Because they drop lots of herbs like Rannar which is a lot of gold pieces but you need to be a member to access them.
I would not suggest a monster, I would suggest Soul Wars.
It depends on what your hitpoints are and what your armour is. However I find the spiders in the third level of the stronghold of security good training as they are aggressive and don't hit terrible high.
