In the first virtual villagers, you have to put a master farmer into the lagoon to fish. In the second virtual villagers, you pick up a villager and drag them to the ocean to the left of the screen to fish. When algae is in the water and they refuse to fish, you have to get a master scientist to put alage eating fish in the water. To fish in the third virtual villagers, you have to create a potion for the sharks. Hope this helps!
i believe if the field you are talking about is the one of dead flowers, you need to first unblock the water to the north-west so it forms a lagoon then drop villagers onto the field and they should bring the magical water to the field and after a while the field should bloom...

Edit by Jay: If you mean on VV Origins and the to-be garden field in the middle-left, it's because only builders continue to water the field. Villagers with other occupations only water it once; you have to drag them onto the field and have them walk to the lagoon and back if you want them to do it again.
