You can create lots and lots of mii's and transfer on the mii parade.

If it is from one Wii to another specific Wii and not requiring an Internet connection, then you click Transfer Mii, and on the top of the screen, a thing willl pop up, and i represents your Wii Remote. Just point on the Miis that you wish to transfer, hold in B, and drag the pointer to one of the "Remote"'s circles. Then, bring your Wii remote with the Miis on them when you play on the other Wii, go to the Mii Channel, click Transfer Mii, and then drag the Miis off onto the screen with the B button. (These Miis may not appear on the Mii Parade, however. I believe that I have at least once gotten the Miis from just my Wii in the Mii Parade.) If using a Wii-internet connection and the Miis are from randon Wiis, then just connect (the connection details are in the Wii Manual) and click Mii Channel and Mii Parade. There they are.
Miis with blue pants are miis that do not belong to you. You get these miis from the CHECK MII OUT CHANNEL which you can only get if you have WI-FI!
In Find Mii and Find Mii II, a single Mii can reach a maximum level of 7. After a Mii reaches level 7, tagging that Mii via StreetPass again will not raise its level. In Find Mii II, the maximum level of a two Mii party is 15, which consists of two level 7 Miis with matching shirts.
Yes you can create Mii's on the Mii plaza on the Wii menu.
