Nemo was a Polish aristocrat until Poland was wiped off the map by Russia. With his loyal followers he built the Nautilus and went to sea. The book alludes that Captain Nemo is haunted by his past and the life he has lost, but you will find no reference to his nationality in the book. France had recently signed a treaty with Russia, and Jules Verne was forced to edit Nemo's nationality so as not to offend the Russians.
