Where can one find a GameCube Emulator?

If you mean a windows program that emulates an Xbox 360: There isn't one. If you see one advertized, it's either a scam, or a virus program. According to reliable sources, there is no working xbox 360 emulation.

There is a Gameboy Advance Emulator called the Virtual Boy Advance (VBA), on which you can play GBA games if you have their ROM. Just type in "vba download" into Google and click the first result that shows up. As for the the actual Pokémon Emerald ROM, I don't know a decent website to download them from, so you'll have to do a little bit more searching to find one.

Dolphin is considered by many to be the best Gamecube Emulator. A decent computer is needed to run this emulator which means having a good processor, memory and video card.
