You can find engineering trainers in any Alliance or Horde city. Stormwind, Darnassus, Ironforge, and Exodar for Alliance, and Orgrimmar, Thunder Bluff, Undercity, and Silvermoon City for Horde. Once your in any of those cities, ask any guard NPC in the area, then click the Profession Trainer option, then click Engineering. If you look on your map there should now be a small flag somewhere in the city. That is where the trainer is. If you go to that trainer than for a fee you can learn the Profession Engineering. After you have trained the profession if you press P and look in your spell book on the first tab, there should be an Engineering ability there. Click it and now you can make engineering items.
After level 300 and up to Grand Master in engineering, you will have to go to either Honor Hold, or Thrallmar for your training. You can also go to either the Aldor or Scryers tier (whichever you have access to) to train professions.
To get Grand Master, you will need to travel to Northrend. Both Horde and Alliance have trainers in both of their starting zones.
For Gnomish and Goblin Engineering, one of the trainers should give you a quest to start those when you are the appropriate level.
