well this is simple, you need 25 silver keys to unlock it btw it has the best armor in the game in it, arcons armor, its like a silver version of plate armor, i have 29 silver keys and i need 1 more for the 30 keyed chest but i cant find it LOL

Check fuses. Do parking, tail, license plate lights work? same fuse could be rheostat to adjust dim to bright is broken
