Frozen Orbs are given out after the final boss of every Wrath of the Lich King heroic dungeon run. One orb per dungeon. They can only be greeded or passed on, they can not be needed by anyone.
They can also be bought from Arcanist Ivrenne (Alliance) or Magistrix Lambriesse (Horde) which are the Badge of Heroism Quartermasters in Dalaran. The price from these two are 10 Badges of Heroism for 1 frozen orb.
