after completing the main part of the game (which is after you defeat raquaza) and waiting for the credits to finish, the game will say "Several days later". Then, run around the square for a bit then head back to base. You may notice medicham from team meenies standing nearby. Talk to her. She will say something about Lombre from the square. Go back to the square and talk to him. He will tell you that what medicham said is not true. He will ask you if you want to know the real story. Click yes. After he finishes talking, he will tell you to talk to Whiscash from the pond. Go to the pond and talk to him. He will give you one and then tell you if you loose it you can find more in stormy sea. You can also get Dive in the buried relic, but you can only get there once you have cleared Stormy Sea.
