Catch a female Combee and evolve it to level 21. It will learn sweet scent at evolution. Or you can get a Roselia and put it in Day-Care, I don't know what level it learns but when I get it back at lvl 33 it has the move sweet scent
You can't you have to catch a Pokemon that either knows sweet scent or train it to the point when it does some examples of these are Illumise. You can catch one that knows sweet scent at Lv. 13 at Route 117. Another is Oddish. You can catch one just about everywhere on land, or yopu can waste 500 currency units to catch one in the safari zone. Your choice.
You can't find sweet scent as a TM anymore. You have to get a pokemon like odish.

Im pretty sure Sweet Scent can longer be taught to a Pokemon VIA TM. That goes for Generation 3+. In order to teach a Pokemon the move Sweet Scent. Since you're playing HeartGold, you need to travel to Azaela Town and Talk to a Girl with a Butterfree beside her behind a Counter. You can find her in one of the Entrances/Exits of the Ilex Forest. The building that seperates Azaela Town and Ilex Forest. Enter the building and on the right side of the screen you should see a girl with a Butterfree. Talk to her and she can train a selected Pokemon the move Sweet Scent.

It isn`t a TM :( It was a TM in the original Gold and Silver and Crystal.
