Well... I trained from 32 to 44 in front of the varrock palace killing guards but i guess green dragons... You also might like a dwarf multi-cannon. They give you the same range exp but kill whatever your killing a lot quicker.
You can get some good xp from doing minigames and then cashing in the points for the skill or just train it.
You can train it by attacking jail guards or dueling other people with range or u can just attack high levels

Well, a lot people say to train on giants that are hill giants lvl28 and moss giants lvl40, also ice giant lvl28 which is not really a good place. Also high range lvls train on lesser demons that should be lvl50 range at least to 60 and maybe a good way to earn money? There are a lot of people at there so l suggest if you want to train range where there is not a lot of people, l personally say cockroaches, low lvls monsters and a good, safe spot to train range that people go less often.
A good place to train would be lvl 50 spiders in the stronghold of security they auto attack you so all you have to do is eat.

They are moderately good to train on for lower level players, yes.
Depends if you are a member or not, and your stats. Soul Wars is a good place to train, as I get around 70K experience in 3 games.
