I think the first dark wizard you get is after you finally defeat you-know-who at the end of the game. other than that, you need to be on freeplay... The first possible one is Bellatrix(Azakban), anytime after 7-2. Just go back to Hogwarts using the Vanishing Cabinet in Borgin and Burkes. Use Hermione's bag right near Hagrid's hut. Tom Riddle's token is in 8-4, and it doesn't require any special abilities. Also, you get Bellatrix automatically in the final level. Voldemort's token is in the final level too, but you get it after Bellatrix's, and not automatically either.
