im not realy 100% but i do know that it is possible to get with the "Free for all" pack tht is the extra downloadable content at the xbox live marked place. And dont worry its free all you need is a way to the internet through your system. And once you hav downloaded it you start the game normally and go to keys to the city and select som choces tht the screen asks you (preferably the agency keep) the you enter the codes by pressing select and picking from a list one should say "Impound all vehicles" click it once and tonce more to disable the code and all you do is go to the agency garage and switch over to the civilian catergory and it is towards the far right in the list. i hope this helps if you need help or hav questions contact me @ number1haloman@gmail.com
