You get it after rubbing the captain's back on the SS. Anne. You will need to go to Cerulean and talk to Bill (in the sea cottage above Nugget Bridge) to get the SS Anne Ticket. Then go to Vermillion city and flash the ticket to the guard. He will then let you in the huge ship. Walk around and go do some battles and whenever you are ready, go to the area where you enter go left and down, but don't go on any of the stairs. Then go to your right and you will have to fight Gary or Red or Blue (whatever you called your rival). Once you beat him go to the staircase that he just appeared from, and you will find the captain of the ship. He's sick, so you have to rub his back. You can do this by just talking to him. Once you're done, he will give you Cut.
