You can marry almost anyone you have significant interactions with, whose enemy you are not. Pretty much, if you can do a quest for them or something else to make them think highly of you, you may be able to marry them.

Despite your characters gender, you can marry either man or woman. You must do certain jobs for them to gain their respect. You may also use Console Commands to force unmarriageable NPCs and force them to become marriageable.

You need an "Amulet of Mara," and talk to the priest in the temple in Riften. He has one for sale if you can't find one. He explains how marrage works, and the amulet is basically a sign saying "hey, I'm single and interested." When you wear it, people might notice and ask you if you like them. You can choose yes or no, and if you do, you go back to the temple to tell the priest, and he sets up a wedding the following day.

Note: People are more likely to be interested in you if you do a quest for them.

You can marry just about anyone regardless of age, sex, or race. However those background characters you meet in a woods who do nothing more than just say "what is it?" "Yes?" when you click on them usually don't ask you out. Look in cities for a spouse. You are more likely to find them there, and they are more likely to be interested in you if you do a quest for them.
