He will get mad and make the ground pop up where you are. Shove the rock to the left until it is about halfway between the bench and the statue, just to the right of directly under Sir Rebral. When the ground pops up, the rock will fly up and hit him. If you miss, recover the rock from wherever it lands and try again. When he is down, handcuff him.
