Answer 1

Persia isn't a country any more, it's a general area. War is only declared between countries.

Answer 2

The Persian Wars took place around 500 BCE and the United States would not exist until 1781 CE, over 2000 years later. The United States and any of the territories that it currently occupies were not involved in the Persian Wars.

If the question intends to ask about the Persian Gulf War of 1990-1991 or the Iraq War of 2003-2011, Congress did not declare war because it did not need to. According to the War Powers Resolution, which is an act of US Congress passed in 1973, the President must notify Congress within 48 hours of committing armed forces to military action and forbids armed forces from remaining for more than 60 days, with a further 30 day withdrawal period in a combat zone, without an authorization of the use of military force or a declaration of war. It is an either-or. Unlike most people believe, you need not have a declaration of war, provided there is an authorization of the use of military force. In the case of both of these wars, Congress gave the President an authorization of the use of military force, which meant that the President was free to engage in military activities by congressional consent.
