Are you sure they are compatible with minecraft 1.6.4? You'll find that resource packs will only work with the update they are made for, so a 1.3.2 resource pack won't work with a 1.6.4 pack, for example.
Another solution would be to see if you are running Optifine or MCPatcher, these allow minecraft to properly run HD resource packs
