because if the other car that is stopped at a stop sign and you are going to turn on that street, the car stopped will know he can go.

To signal is to indicate or warn. Signaling is to let the drivers around you know what you are going to do BEFORE you do it. To signal after you have already starting changing your direction is useless because other drivers will already know what you are doing... hopefully before you hit them.

It is similar to yelling "fore" while playing Golf. Yelling "fore" after your ball strikes another player doesn't help them at all.

Why should you use your turn signals well in advantage of a turn?

You should use your turn signal in far enough advance so the car behind you knows you are going to turn and has enough time to slow down. However, putting the turn signal on too far in advance can be confusing because the following car will not know exactly when you are going to turn.

Why should you use your turn singals well in advance of a turn?

Why? To warn other drivers of your intention to make a turn. You want to give them plenty of time to prepare for the turn you are going to make and the sudden drop in speed of your car as you turn. Wait until the last minute to turn on your turn signals and you may be rear-ended by a driver not paying close attention or driving too fast.
