Shivering Isles is activated in game by way of a new Island that has appeared. It looks like a Skull. Nights of the Nine is activated by talking to an NPC within the original game. Just wander around and talk to every one you see, eventually you will find the right person. When you install the expansion it always appears as if nothing has happened but follow the advice above to make it work.
Shivering Isles is an expansion pack to Oblivion, and can't work without it.
