This doesn't apply now, because players under 13 can now register for a RuneScape account without lying about their age. However, until the player reaches their 13th birthday, they are restricted to using Quick Chat.
If you mean quick-chat, you can't - just avoid the Quick-Chat worlds.
Not if you are on a Quick Chat world, that means it is strictly quick chat only, other worlds will have quick chat and you can use free chat as well.

You can, you are probably just on a quick-chat world, simply just change to a non-quick-chat world to fix this.
Anybody can play RuneScape. If you are less than 13 years old, you can still play, but are restricted to worlds in which you can't chat normally, only use "quick chat" (select certain predefined messages).
You can be as old as you like to go on runescape but if you're under 13 then you will have to use quick chat.

you areprobably on a quick chat world. The are 2 quick chat work for f2p and 2 for p2p. if you want to speak freely don't go on quick chats words. On quick chat worlds you can chat by pressing enter or clicking the speech bubble symbol next to tour username.
