If you mean quick-chat, you can't - just avoid the Quick-Chat worlds.
Not if you are on a Quick Chat world, that means it is strictly quick chat only, other worlds will have quick chat and you can use free chat as well.

You are not actually restricted to use Quick Chat (QC), you are probably just on a Quick Chat Only World. Either that or Jagex have Included a Quick Chat Only Ban in the New Update in August 2011. Source(s) Knowledge with my combat level 138 RuneScape character.
You can, you are probably just on a quick-chat world, simply just change to a non-quick-chat world to fix this.
the world you talking about is called a quick chat world and quick chat worlds are met for safety reasons for kids who plays runescape. runescape is not for kids but everyone knows that thay still going to play it and some kids don't know the risks thay can be taking when there talking to other grown people. So an update come in 2009 that not all players can talk at all just using quick chat and only using the quick chat worlds if your not over 13 you have to wait in tell your 13th birthday to be able to speak freely. people who can speak freely and go's to a quick chat world and not speak freely and can only use the quick chat only if your in that world.

Check your message box incase this is the situation, if so, you will have received a notice from Jagex Ltd. letting you know that you have been muted. You can appeal a mute in the Appeal Ban/Mute section of the Account Management area, this can be found on the Runescape website. you might also be in a quick chat world where people can only use quick chat.(There is also a third reason) Some worlds only permit you to use quick chat. If that is the case just log out (if you dont use quick chat) and go to a different world. Your problem is then fixed.

Many people in Runescape use autotypers to repeat a message at specific intervals. This is against the rules, but it's likely no one will care enough to report you. Also, if you are using quick chat, you can press F11 to repeat the last thing you said in quick chat.

You can sign up for free on the RuneScape website. You have to be at least 13 years old to use all features. Otherwise, you won't be able to use normal chat with other players, only "quick chat" (chat using predefined options).
You can be as old as you like to go on runescape but if you're under 13 then you will have to use quick chat.
