It is not really known at this time whether we will ever be able to fly in the Burning Crusade starting areas.
Blizzard will have to go through and completely remap the zone to make it look good from the air like they did with the rest of Azeroth. This would take a lot of work.
The reason they gave as to why they did not do this when they redid Azeroth is something to the effect of "it's on a different server" or something like that.
