depends what you mean by decreasing the size. If you want to simply make it smaller, drag the corners down in paint or any other program you have (you should see a small box with white squares) or you can change this in the options menu. If you want to actually compress your image and make it a smaller file type. I'd try saving your image as a JPEG, this will compress the image and make it smaller (in regards to memory size)
