Painting adds no additional value to the coin. It is still a bullion coin and most of its value is in the silver it contains. The value of the silver changes almost daily. Currently it is about $17.
Not sure what the painted lady silver dollar is. Is it the American Silver Eagle that has the standing liberty painted in some strange colors? If so it could be because that paint or paint-like material makes the idea of melting the coin down a bit of a hassle. Just a thought though.
It is impossible to say. Liberty is and has been featured on many US coins including the Peace Dollar, Morgan Dollar, Mercury Dime, Barber Dime, Barber Quarter, Barber Half Dollar, Walking Liberty Half Dollar, American Silver Eagle, American Gold Eagle, and many, many more. Most collectors will view the colorization of any US coin as damage and it will negatively impact value of the coin. But it is impossible to say without knowing what the coin is because there is a huge difference between, say, a Mercury dime and a Morgan Dollar.

Since the coin is colorized it makes it unique but this does not increase the value. It would be worth what silver is worth per ounce because these coins contain an ounce of silver. Currently silver is worth $28.83 in US currency. See the related link below for the current spot price of silver.

Sorry this isn't a American silver eagle. This is a Morgan silver dollar. The mintmark is located above the DO in DOLLAR on the back of the coin.
The U.S. Mint does not issue painted coins. The value of one which has been painted is based on the value of the silver in the coin which varies day to day.

It's a 1924 Peace dollar not a American Silver Eagle and the date is very common with values of $14.00-$19.00 in circulated condition
