It is impossible to say. Liberty is and has been featured on many US Coins including the Peace Dollar, Morgan Dollar, Mercury Dime, Barber Dime, Barber Quarter, Barber Half Dollar, Walking Liberty Half Dollar, American Silver Eagle, American Gold Eagle, and many, many more. Most collectors will view the colorization of any US coin as damage and it will negatively impact value of the coin. But it is impossible to say without knowing what the coin is because there is a huge difference between, say, a Mercury dime and a Morgan Dollar.
Painting adds no additional value to the coin. It is still a bullion coin and most of its value is in the silver it contains. The value of the silver changes almost daily. Currently it is about $17.
The adverb form of "painted" is "paintedly." Adverbs modify verbs, adjectives, or other adverbs to provide more information about how the action is being performed. In this case, "paintedly" would describe how something is being painted.
Vincent Van Gough painted a really good one. It is priceless.

It sounds like a "colorized" coin that's made by a private company that adds a layer of color to normal quarters and sells them as "collectibles". They're interesting to look at but there's no real market for them among coin collectors, I'm afraid. They're considered to be altered or damaged so a coin collector won't pay extra for them.
Except for the nickel all US coins dated 1879 have Lady Liberty on them, a denomination is needed.
Lady Liberty or Miss Liberty is on every one dollar coin that has been made from 1794 to 1935. So post a new question and include the date.
Draped Bust dollar coins were struck in 1797, but no "Lady Liberty", matter of fact, no US coin is called a "Lady Liberty". A real Draped Bust dollar of this date is $1,500.00 to $40,000.00+ depending on the type and condition of the coin.
Please post new question with a denomination.
Miss Liberty's image was on both dimes and half dollars in 1936. Please post a new question with the coin's denomination.
