A skimmer collects the floating contaiments from off the top of the water and holds them in a basket which is emptyed on a regular basis once or twice a day, that water inlet flows back to the filter generaly their is a tee fitting maybe more depending on how many inlets you have going back to the filter, you need to break or loosen them unless you get in the pool and use an electrican snake or a plummers snake to free the clogsor get the water flowing it does not take much to clear the clogs from time to time in the process of clearing the clogs bump the filter over to help you free the clogs you should have someone with you to do this.

try a shop vack drain the pond/pool down to the bottom of the front of the skimmer then turn the pump for 25 sec till you see the water drop in the line let it dry a bit then shop vack it
You can buy a devise called a Jeanie Jet and it connects to your water hose. Take the lid off your pump and insert it into the front of the pump going back to the skimmer. You then turn on the water and it should blow out the line and unclog it. What comes out of that line will come out into the skimmer so watch for it.
You really can't. You can put a "skamper ramp" on your pool to help them get out but its hit or miss they'll see it. A stuck wier door. That's the the flapper in the skimmer. Or in inground pools you will see twooutlets in the bottom of the skimmer, sometimes one of these outlets are not hooked up to a pipe,so a plug is put in there.If you took out that plug with no line hooked up,water will just dump into the ground.
I believe that they need to be at least below the bottom of the skimmer so that, if the waterline were to drop below the bottom of the skimmer, the returns would not run dry. In my pool they are about 15-18" below the usual water level.
If you have a top skimmer basket the water level should be at least an inch above the basket, so you are not sucking any air. They seem to operate more effectivly at removing floating material BEFORE IT SINKS if the level is about half the distance from the top to the bottom of the skimmer opening.
A skimmer weir is the plastic flap and the opening of the skimmer. It traps leaves that are pulled into the skimmer when the pump is running and then holds the leaves in the skimmer whne the pump shuts down
