For a child this age, it would be irresponsible to put him in the water alone, even if you are standing closeby. Pull out your swimsuit and take a dip in the shallow end with him. When he gets around toddler range and he is comfortable in the water, it might be safe to move to (very) closely supervised swimming time, as long as he is equipped with properly attached and inflated floaties. Solo pool visits should not be given until you see that he has a good swimming ability and is at least 7 years old, and even then it is highly recommended that you stay closeby and check in every 5 to 10 minutes.
